  TITLE OF BILL: An act to amend the general business law, in relation to authorizing and permitting appearance enhancement licensees to apply dye to eyelash and eyebrow hair   PURPOSE OR GENERAL IDEA OF BILL: "Sabria's Law" authorizes and permits appearance enhancement licensees to apply dye to eyelash and eyebrow hair.   SUMMARY OF PROVISIONS: Section 1. The general business law is amended to add new section 404-d that shall authorize and permit licensees to apply dye to eyelash or eyebrow hair pursuant to section four hundred four of this article. Section 2. Effective date.   JUSTIFICATION: Appearance enhancement licensees are highly trained professionals licensed by the Division of Licensing to engage in the practice of natural hair styling, esthetics, nail speciality, cosmetology or waxing with additional requirements needed tc operate an appearance enhancement business. However, 19 CRR-NY 160.27(e) does not permit appearance enhancement licensees to apply dye of any kind to eyelash or eyebrow hair, a popular service resulting in the loss of clientele for appearance enhancement licensees. One such licensee that has lost clientele is a New York City- based hair stylist and salon owner named Sabria, unable to provide this service lawfully. By authorizing and permitting appearance enhancement licensees to apply dye to eyelash or eyebrow hair pursuant to the rules and regulations establishing standards for practice and operations this will ensure clients are afforded the best service possible by skilled appearance enhancement licensees like Sabria and many more.   PRIOR LEGISLATIVE HISTORY: New bill   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the general business law, in relation to authorizing and
          permitting  appearance  enhancement  licensees to apply dye to eyelash
          and eyebrow hair
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. This act shall be known and may be cited as "Sabria's law".
     2    § 2. The general business law is amended by adding a new section 404-d
     3  to read as follows:
     4    §  404-d.  Dyeing  of  eyelash and eyebrow hair. Rules and regulations
     5  establishing standards for practices and operations by licensees promul-
     6  gated pursuant to the provisions of section four hundred  four  of  this
     7  article  shall authorize and permit licensees to apply dye to eyelash or
     8  eyebrow hair.
     9    § 3. This act shall take effect immediately.
